Founded on March 3, 1982, in Miami, Florida, Technical Aviation Services (TAS) was the vision of aviation pioneer Mr. Alberto Alberty, whose remarkable career spanned nearly every facet of aviation. Throughout his lifetime, he served as a Navy Navigator, military flight navigator, flight engineer, airline captain, air traffic controller, FAA Aircraft Dispatcher, airline instructor, and aviation consultant.
Driven by a passion for aviation education, Mr. Alberty established TAS to provide real-world, professional training that would prepare future generations of aviation professionals for successful careers in airline operations. His commitment to operational excellence and uncompromising standards quickly earned TAS an international reputation for excellence.
In 2016, just six months before his passing, Mr. Alberty entrusted his life's work to Luis Guerrero, one of his former students and an accomplished aviation professional. By transferring ownership of TAS, he ensured that his vision, values, and commitment to world-class aviation training would continue for generations to come.
Today, more than four decades later, TAS proudly honors Mr. Alberty's legacy as the World's Oldest FAA Aircraft Dispatcher School, continuing to train aviation professionals with the same passion, integrity, and pursuit of excellence that inspired its founding.
Luis Guerrero began his aviation career in 2001 while earning a Bachelor of Science in Aeronautical Engineering from Vaughn College of Aeronautics and Technology in New York. He also completed his flight training, developing a strong foundation in aviation operations.
His career began with Piper Aircraft, working as an engineer on the Malibu aircraft program and contributing to the development of the Honda Jet prototype. In 2009, Luis earned his FAA Aircraft Dispatcher Certificate at TAS, launching a career in airline operations, serving as FAA Aircraft Dispatcher and Loadmaster at Avianca Cargo, dispatching international flights across North America, South America, Europe, Africa, and Asia.
As part of the founding teams of multiple airlines, Luis helped develop operational procedures, dispatch systems, and airline control centers. In 2023, as part of the founding team, he became Director of SOC at 7 Air Cargo, overseeing dispatch, flight following, operational control, and crew scheduling.
Today, Luis remains an active FAA Aircraft Dispatcher and Airline Training Specialist (ATS) Instructor at one of Miami's leading cargo airlines. His expertise includes ETOPS/EDTO, international flight operations, advanced flight planning, Operations Control Centers (OCC/SOC), EWINS, aircraft dispatch, and loadmaster operations. As President of TAS and Chief Instructor, he is committed to preparing the next generation of aviation professionals.

Getting to our classroom is the first step, and while obtaining a visa is each student's own responsibility, our team is here to support you throughout the process.

Under FAA regulations, international students who earn their FAA Aircraft Dispatcher Certificate must designate a US Agent — an individual or organization based in the United States who can receive official FAA correspondence on their behalf.
TAS has served as the official US Agent for hundreds of international dispatcher graduates since 1982 — and we provide this service at no cost, for life, to all students who complete their FAA certification at TAS.
Send us your FAA certificate number and we will handle the registration with the FAA on your behalf — completely free of charge.

Aeronautical Engineer, Pilot, FAA Aircraft Dispatcher, and active SOC Airline Training Specialist (ATS) Instructor. With over 26 years of aviation experience, Luis brings real airline systems, current operational procedures, and real-world dispatch scenarios into every TAS classroom—preparing students with practical experience, not just textbook knowledge.
Ilya Arbit is an operations leader with expertise spanning commercial aviation, aerospace launch operations, and mission-critical operations control. An FAA-certificated Aircraft Dispatcher, he dispatched under large Part 121 operations & has previously held leadership roles in airline operations, including OCC Dispatch Coordinator, and SOC Duty Manager, where he directed complex operational decision-making, emergency response, regulatory compliance, and cross-functional coordination. As a Senior Dispatch Instructor, Ilya is committed to developing the next generation of FAA Aircraft Dispatchers, combining technical expertise with a passion for mentorship and operational excellence. Today, he supports launch operations in the aerospace industry, coordinating high-tempo missions that require close collaboration among engineering, safety, logistics, and government partners. Ilya's career is defined by an unconventional and successful transition from broadcast journalism to aviation and aerospace—demonstrating adaptability, lifelong learning, and leadership under pressure. Outside of work, Ilya enjoys domestic and international travel, reading and writing on a variety of topics, and exploring a wide range of films and documentaries. He lives with his wife and two daughters on Florida's Space Coast.
